Batangas City — Not Yet Final!" was the statement of Batangas Provincial legal officer, Joel L. Montealto, on the resolution of the Civil Service Commission (CSC) on the dismissal of the embattled Provincial Administrator and former Padre Garcia mayor Victor M . Reyes.
The resolution came after the CSC ruled as spurious the certificate of eligibility submitted by Reyes, an engineer in his appointment as provincial administrator of Batangas.
Montealto then cited the motion for reconsideration filed by Engr. Reyes that is now pending in the CSC en banc.
"The motion must be resolved first before any action on the CSC resolution can be taken, this is very clear in their rules." Montealto added.
"And taking into account the gravity of penalty being imposed in the resolution, we must wait until all the proceedings have been completed. This is the main essence of due process."
Montealto also said that the governor has allowed Mr. Reyes to exhaust all the possible legal remedies because these rights are constitutional and therefore inviolable.
Batangas' provincial administrator Victor Reyes, who has been serving Gov. Vilma Santos Recto for the past six years, is an engineer and former mayor of Pade Garcia town before serving at the capitol.
In 2007 and 2010, detractors of the Santos-Recto administration has been hitting Reyes after every election, with the same issue, but to no avail.
For six years, Reyes has played a major role in the province's day to day operations, projects, and services.
According to SLI sources from inside the CSC, with Reyes, as a political appointee, the CSC eligibility is not a requirement to serve the governors constituents. (Mei Magsino, SLI)
